MX V5.1-A ECO 01, 24-JAN-2000

Change description:

   * Restore the CC-to-Postmaster functionality in the
     LOCAL agent.

Installation:

    1. Copy the appropriate images (VAX or Alpha) to MX_EXE:

          $ COPY MX_SHR.{AXP|VAX}_EXE MX_EXE:*.EXE
          $ COPY MX_LOCAL.{AXP|VAX}_EXE MX_EXE:*.EXE

    2. Shutdown and restart all of MX:

    	  $ MCR MX_EXE:MCP SHUTDOWN
          $ @SYS$STARTUP:MX_STARTUP

* If you have a mixed VMScluster with both VAX and Alpha systems,
  you will need both images - one for each architecture.
