META: Proper headings in subject line

Hi all

Gosh I hate to be a pain but could we all go back to toeing the line on
the protocol for the subject lines. Since the server is so smart as to
be able to edit out all the messages a subscriber doesn't want I think
it is just fair and polite to put OFF or HW or BOC in the headers.

We seem to be missing mostly OFF recently...........

I am as guilty as the next guy recently too....
