No!  Only as far as criminal cases go.  Anyone can sue anyone else
in a civil case, I'm afraid.  But usually, the judge has some discretion
in throwing the case out as unmeritricious.  I suspect the plaintiffs'
lawyer had done enough homework and presented the case in such
a way that the judge had no choice but hear the case in court...
